Background
In 2023, motivated by the widespread financial disadvantage caused by tax illiteracy, we proposed a statewide initiative to make tax education part of every Illinois high school’s curriculum. That proposal became HB4129, the Tax Education Advancement Mission (TEAM) Act, introduced by Rep. Hoan Huynh in the Illinois General Assembly. Though the bill did not advance during its initial legislative session, its introduction marked an important first step toward a long-overdue public policy shift — and laid the groundwork for future reform.

The Approach We Took

Financial Approach

We developed a framework that teaches students the foundations of federal, state, and local taxation — including filing basics, compliance, and how taxes support public services. The mission: help young people enter adulthood with financial and civic clarity, not confusion.

Customized Solutions

The TEAM Act was built around six core learning goals, from understanding tax structures to exploring careers in public finance. The curriculum was designed to be modular, accessible, and adaptable across Illinois’s diverse school districts.

Implementation

Our proposal was introduced as a formal bill (HB4129) in the Illinois House, where it received early legislative support and positive engagement from education and tax policy stakeholders. Although it stalled before final passage, the process provided momentum and visibility that will support its reintroduction.

Ongoing Monitoring

We are actively tracking legislative calendars, maintaining contact with supporters in the General Assembly, and preparing an updated version of the TEAM Act for reintroduction in a future session. In the meantime, we continue advocating for smarter, earlier financial literacy efforts — both in policy and in practice.
